Instructions

- Drop mounds of dough onto prepared baking sheets about two inches apart. Bake for 10-12 minutes until puffed.
- Let cookies cool completely on wire racks.
- While cooling, whip heavy cream with powdered sugar until soft peaks form.
- Assemble whoopie pies by spreading filling between cookie pairs and decorate with black licorice twists.
