- Gradually add cold water until dough forms. Wrap and chill for 30 minutes.
- Sauté onions in a skillet until translucent, then add ground beef and cook until browned.
- Mix in diced carrots, salt, and pepper; cook until carrots soften.
- Roll out chilled dough, cut into circles, place filling inside each, fold over, and seal with a fork.
- Brush tops with beaten egg and bake for 25-30 minutes or until golden brown.
