Instructions

  3. In another bowl, combine milk, melted butter, eggs, lemon zest, and lemon juice until smooth.
  4. Pour wet ingredients into dry ingredients and mix gently until just combined.
  5. For the streusel, mix oats, brown sugar, cinnamon, and cold butter in a small bowl until crumbly.
